The City is located in northwest Illinois about 20 miles south of the Wisconsin border, approximately 28 miles west of Rockford, and 120 miles northwest of Chicago. The City encompasses approximately 12 square miles. The City was originally founded in 1827 and became the seat of Stephenson County in 1838. The City was incorporated on February 14,1855.
The City adopted a council-manager form of government in 2017. This system of local government combines the strong political leadership of elected officials in the form of a council with the strong managerial experience of an appointed city manager. Freeport's City Council hires a professionally-trained City Manager to oversee the day-to-day delivery of public services. The Mayor and Aldermen are elected to four year terms. The Mayor's position is part-time under this form of government.
The City is home to Freeport School District 145. It has six elementary schools (grades preschool through 4th), one of which is an International Baccalaureate candidate Magnet School, two middle schools (grades 5 through 8), one high school (grades 9 through 12), one alternative high school and a smaller transitional education facility. The school district employs a staff of 750.
Post-secondary education also available nearby; Highland Community College is located right in the City, Northern Illinois University is located about 67 miles southeast and the University of Wisconsin is located about 63 miles north.
The City is served by U.S. Route 20 to the north. County highways 11, 12, 13, and 35 all run throughout the City. Illinois Routes 26 75 and business 20 intersect near the center of the City. The City is home to Albertus Airport and Chicago Rockford International Airport is located about 31 miles east.
Located within the City is FHN Healthcare; a non-profit organization that has seven different locations including the Community Healthcare Center, Family Counseling Center, Family Dental Care, FastCare, Hospice, Leonard C. Ferguson Cancer Center and the Memorial Hospital, which houses 146 licensed beds and 24 hour emergency care.
A separate governmental entity operates a 800-acre park district that includes an aquatic center, 36-hole golf course and driving range, nature preserve, antique carousel, 18-hole miniature golf course, boat rental operation, historical museum, skate park and two tournament quality ball field complexes. The Freeport Park District offers many different programs including adult athletics, martial arts, special recreation and Olympics, art in the park and aquatics programs .
