MISSION STATEMENT:

Duties and responsibilities:
- Official custodian of the City’s funds as dictated by State Statute
- Manage and invest the City’s monetary resources
- Enter into agreements regarding the deposit, investment or withdrawal of municipal funds
- Prepare various financial reports to City Council and Finance Department
- Prepare and publish the Annual Treasurer’s Report with local newspaper
- Serve as check-and-balance to Finance Department
- Prepare and record all Motor Fuel Tax transactions
- Coordinate Motor Fuel Tax Audit with Illinois Department of Insurance
- Serve as Treasurer for the Freeport Firefighters’ Pension Fund and the Freeport Police Pension Fund
- Control the receipt and disbursement of pension fund assets
- Coordinate and administer pension fund investments
- Maintain contribution records for all active fire and police personnel
- Maintain records for all pensioners
- Prepare and present various financial reports to the Pension Fund Trustees
- Attend all pension fund meetings
- Serve as liaison between the financial community and the trustees
- Serve as liaison between the beneficiaries and the trustees
- Perform all pension related accounting transactions
- Assist fire and police personnel with the pension process
- Assist in completion of the Division of Insurance Annual Report for tax levy purposes
- Assist with completion of year-end audit
- Prepare year-end 1099 Forms for pensioner

DID YOU KNOW?
The first City Treasurer, Elias W. Salisbury, was elected on April 9, 1855 for a one year term. Subsequent treasurers served one year terms until 1945 when the length of the term was changed to four years. The longest serving treasurer to date was Ethel Brewster. She served 32 years from 1945 to 1977. Our current treasurer, Linda L. Buss, has served the citizens of Freeport since she first took office on May 1, 1993.
